Unusual Punishment

My article on the federal death penalty is posted on the "Scholar Works" site at UMass. It can be reached by going to: http://works.bepress.com/john_brigham. The title of the article is "Unusual Punishment". It was published in the Journal of Law and Policy.

Another article, "When the Federal Death Penalty is 'Cruel and Unusual,'" written by Michael Mannheimer, argues that the federal death penalty in states that do not have capital punishment is unconstitutional. It was published by the U. of Cincinnati Law Review in 2006 and is widely available on line.
